For over 40 years, we have assisted our clients in a variety of projects including water and wastewater treatment plants, storm drainage, transportation, planning, construction management, and surveying. We have 9 locations across Texas: Houston, Plano, Fort Worth, Austin, The Woodlands, Rosenberg, College Station, Katy, and San Antonio. We currently employ over 500 experienced design professionals and support staff with plans for continued expansion and growth in our future.


    Our ideal candidate will be self-motivated with a high level of energy and a flexible and proactive attitude. This individual must be capable of independently leading a team, independently designing a project alone, and functioning within a team lead by others. This position demands an individual with a strong detail-oriented work style, strong personnel management skills, strong technical expertise in typical water and wastewater treatment and equipment technologies, and excellent oral and written communication skills. In this role, you will plan and manage all aspects of the design and construction administration of multiple small to large Water/Wastewater Facilities and Treatment Plants. Prepare Design Reports, feasibility studies, and preliminary engineering reports, perform technical design calculations, and prepare construction contract documents.

    • Lead design projects (water and wastewater facilities) in Austin/ San Antonio area, staff management; business development. 
    • Responsible for managing the C&T Division, including:
    • Responsible for setting division and department level operating budgets and overall profitability
    • Responsible for execution of J|C’s quality management program by division staff.
    • Responsible for overall financial profitability of a portfolio of projects for the division. Use VISION software to track effectiveness of individual department managers, project managers and task managers within the division.
    • Create and present reports to management on key performance indicators (revenue, profitability, staff utilization, quality management, client development, intra-company collaboration.
    • Lead for hiring, training, mentoring, and workload management of division personnel.
    • Oversee division personnel performance reviews, salary adjustments, promotions, and award of bonuses.
    • Play a key-role in new business development throughout Texas which includes: establishing new business development relationships, developing leads, opportunities, leading pursuits, preparing SOQ’s, preparing formal project proposals, maintaining and building existing client relationships. J|C utilizes Microsoft DYNAMICS CRM software.
    • Serve as Project Manager for key client and projects:
    • Proven experience in managing the financial aspects of assigned engineering projects; coordinating and adjusting the work effort within the project team to ensure project work is completed on schedule and within allocated budget. Direct and oversee budget and design, provide QA/QC, track workload, invoice projects, lead client contact and oversee project status report reviews.
    • Proven experience in managing conveyance and transmission projects, starting with development of the initial project design concept, development of a project plan (including identification of staffing requirements and preparation of project schedule), execution of project design (management of resources within constraints of project budget and schedule), and culminating with management of bid and construction phase engineering service support.
    • Effectively convey work product and project results in technical documents, interviews, and oral presentations.
    • Maintain regular and constructive communication with clientele and project team members.
    • Establish and maintain good relations with city, county and state public officials and various levels of management.


    • Bachelor's of Science degree in Civil Engineering from an accredited engineering curriculum
    • Licensed as a Professional Engineer in Texas 
    • 20 years of progressive experience in the area of municipal water and/or wastewater facilities treatment plant design.
    • Must have proven strong project management and leadership skills.
    • Demonstrated experience leading a multi-disciplinary team in developing conceptual, feasibility, and final designs for a wide variety of hydraulic and wastewater engineering projects.
    • Proficient in AUTOCAD, Microsoft EXCEL, WORD, POWERPOINT, and PROJECT.
    • The candidate must be flexible to working overtime as required with little or no notice.
    • Takes personal ownership of projects and ensures follow-through to completion and achievement of goals.
