For over 40 years, we have assisted our clients in a variety of projects including water and wastewater treatment plants, storm drainage, transportation, planning, construction management, and surveying. We have 9 locations across Texas: Houston, Plano, Fort Worth, Austin, The Woodlands, Rosenberg, College Station, Katy, and San Antonio. We currently employ over 500 experienced design professionals and support staff with plans for continued expansion and growth in our future.

    Responsibilities

    Our ideal candidate will be self-motivated with a high level of energy and a flexible and proactive attitude. This individual must be capable of independently leading a team, independently designing a project alone, and functioning within a team lead by others. This position demands an individual with a strong detail-oriented work style, strong personnel management skills, strong technical expertise in typical water and wastewater treatment and equipment technologies, and excellent oral and written communication skills. In this role, you will plan and manage all aspects of the design and construction administration of multiple small to large Water/Wastewater Facilities and Treatment Plants. Prepare Design Reports, feasibility studies, and preliminary engineering reports, perform technical design calculations, and prepare construction contract documents.

    • Designs, communicates, and implements the operational plan for completing a project, holding self and team accountable for project deliverables; monitors progress and performance against the plan.
    • Works with stakeholders – internal or external – to understand their project needs.
    • Develops strategies and negotiates proposals including scope of work, schedule and budget and fees. Builds and manages project teams – including engineering, technical, administrative staff and sub-consultants – to deliver services to meet client project requirements.
    • Evaluates and authorizes changes that significantly impact scope, budget or timeline of a project.
    • Independently coordinates the work of engineers, designers, CAD staff, construction services field staff, and sub-consultants throughout the project's execution
    • Creation of detailed engineering project schedules using Microsoft PROJECT, defining critical paths, tracking progress, and managing the work effort within the project team to ensure project work is completed on schedule
    • Ensures project standards and practices are applied.
    • Prepares or oversees the preparation of engineering designs, prepares design calculations and specifications, studies construction contract documents. Ensures deliverables are accurate and aligned to project purpose, need and meets. Prepares a range of reports related to project work and communicates progress and issues to clients and stakeholders.
    • Creation of detailed engineering project schedules using Microsoft PROJECT, defining critical paths, tracking progress, and managing the work effort within the project team to ensure project work is completed on schedule
    • Responsible for creation of manpower estimates, project budgets, and managing the financial aspects of assigned engineering projects to meet or exceed project profitability goals
    • Communicates regularly with clients, relaying concerns and issues candidly and tactfully. Builds strong client relationships and proactively anticipates client needs and may hold and attend meetings.
    • Thorough knowledge of regulatory rules and standards (Texas and local jurisdictional agencies), and approval procedures
    • Experience in water/wastewater plant operations and ability to conduct facility condition assessments, startup and trouble shoot equipment and treatment process issues.
    • Strong cost estimating knowledge and experience.
    • Develop facility maintenance and capital improvement plans
    • Assists with business development by cultivating and maintaining excellent client relationships, implementing marketing initiatives, responsible for preparation of proposals, SOQs, presentations and client meetings.
    • Prepares proposals (including scope of work, fee and schedule), for client agreements and sub-consultant agreements. Manages contracts and finances of project including contract, budget and cost-estimate reviews, client invoicing and initiates collection if required.
    • Train and mentor graduate engineers and EIT’s.

    Qualifications

    • Bachelor's of Science degree in Civil Engineering from an accredited engineering curriculum.
    • Licensed as a Professional Engineer in Texas (Ability to obtain a TX license within 4 months may be considered.)
    • 10 to 18 years of progressive experience in the area of municipal water and/or wastewater facilities treatment plant design.
    • Must have proven strong project management and leadership skills.
    • Demonstrated experience leading a multi-disciplinary team in developing conceptual, feasibility, and final designs for a wide variety of hydraulic and wastewater engineering projects.
    • Proficient in AUTOCAD, Microsoft EXCEL, WORD, POWERPOINT, and PROJECT.
    • The candidate must be flexible to working overtime as required with little or no notice.
    • Takes personal ownership of projects and ensures follow-through to completion and achievement of goals.
