    Jones|Carter is an award-winning, full-service civil engineering, planning, surveying, and professional consulting firm assisting public and private sector clients in design, development, implementation, and execution of infrastructure projects. For over 40 years, we have assisted our clients in a variety of projects including water and wastewater treatment plants, storm drainage, transportation, planning, construction management, and surveying. We have 9 locations across Texas: Houston, Plano, Fort Worth, Austin, The Woodlands, Rosenberg, College Station, Katy, and San Antonio. We currently employ over 500 experienced design professionals and support staff with plans for continued expansion and growth in our future.



    The engineering manager leads client-focused and technically excellent engineers in the H&H (Practice) and is responsible for the execution of technical and design management, projects, including leading teams, managing staff, monitoring department budgets and deliverables, and ensuring quality and client needs are met. The engineering manager works closely with their team(s) to provide consistently high quality and cost-effective deliverables for the Central Texas H&H team. The manager will bring, advanced technical experience and demonstrate leadership the ability to develop client relationships and pursue opportunities.   


    People and Organization

    • Lead the team: Drives performance by fostering a collaborative environment with a high degree of accountability. Develops and aligns high performing individuals to create effective teams that consistently meet organizational and operational goals. Mentors team leaders and supervisors to ensure quality of projects.
    • Monitors team performance and communicates client outcomes and feedback to the team: providing praise or corrective actions as needed.
    • Manages staff: Recruits team members, assigns, directs, and evaluates their work. Oversees the development of learning and development strategies; reviews and plans for training to develop the technical and interpersonal competencies of the team staff. Provides performance feedback, and develops career paths for employees, providing opportunities for growth and leadership experience. Recommends or directs disciplinary actions and/or terminations of employees.
    • Mentors and develops team members including engineers, technical and administrative to consistently complete work to assigned standards, and routinely exceed them.

    Budget and Operations

    • Establishes, manages, monitors, and reports on department budget and financials.
    • Manages the department/group resources.
    • Establishes, operationalizes, communicates, and reports on goals.
    • Collaborates with other disciplines as required, to address blockages or to leverage results.
    • Manages support groups including administrative and technical groups and the quality and safety functions for the group.

    Project/Technical/Business Development

    • Works closely with Project and Client Managers to monitor project deliverables for the group, ensuring high quality, on-time and on-budget project deliverables.
    • Monitors and ensures designs are completed with the consistent application of design standards, regulatory requirements, and  technical approaches in accordance with the quality management program. Addresses issues as they arise.
    • Workds collaboratively with project managers to develop scopes of work and labor estimates.
    • Reviews and approves scope, schedule and budget variances when outside of original project scope. Reviews and approves exceptions and recommendations of project managers.
    • Will maintain and build client relationships.
    • Will lead business development activity, in partnership with business development and other areas of the company.
    • Leads the exploration of innovations in technology and engineering practices. Encourages engineers and technical staff to challenge the status quo and explore new or innovative design solutions and project management practices.
    • May serve as engineer of record when required.

    Quality and Safety

    • Leads by example with respect to safety, quality, and fostering a culture of continuous improvement.
    • Ensures that lessons learned and best practices are reviewed and incorporated into the project management process. 
    • Ensures staff are trained to the quality management program and implement standards in respect to their deliverables.


    • Bachelor’s degree in civil, environmental, electrical, or related field.
    • Licensed Professional Engineer (PE) in the state of Texas or ability to obtain or transfer within 6 months of hire date.
    • 10 years of Hydrology and Hydraulic design and modeling experience
    • 5+ years in a management/supervisory role.
    • Valid TX driver’s license and insurable driving record.
